Industrial enterprises across the Asia Pacific region are searching for effective methods to improve their energy efficiency and reduce production costs in order to enhance their competitive advantage. In India, industry is the primary energy consumer responsible for about 50% of the total energy use. It is estimated that in the industrial sector there is the potential for annual savings of $1.25 billion and an investment potential of US $ 2.4 billion annually. In China, energy efficiency is estimated to be a $300 billion market. According to the Eleventh Five-Year Plan, the target for Chinese unit GDP energy consumption in 2010 will be about 20 percent lower than in 2005. China will build a resource-conserving society and achieve sustainable development through accelerating scientific and technological progress, optimizing economic structures and strengthening energy-savings management systems. On April 1, 2008, the Energy Conservation Law Amendment Bill will come into effect. Additionally, the Chinese "New Bible" of Energy was issued in December 2007, emphasizing accelerated industrial energy conservation and strengthening international cooperation in the field of energy and further optimization of the investment environment for foreign businesses. The government has appropriated RMB 21.3 billion to fund 10 key energy conservation projects in order to reduce 240 million tonnes of carbon equivalents.
