Marianne Moscoso-Osterkorn
Director General
Dr. Marianne Moscoso-Osterkorn has headed REEEP since May 2004 and is responsible for the partnership’s global operational management.
Prior to joining REEEP, Marianne served as Head of the Executive Office of Austrian Power Trading, a subsidiary of Verbund, Austria’s largest utility, where she was Head of Organizational Development and Divisional Manager for International Relations. In this role she was active in the development of the EU renewable directive and the European renewable certificate system (RECS). In 2003 she was elected President of RECS International and was honored as one of the key women in European energy in 2003.
Marianne obtained a Ph.D. in business administration at the University of Economics in Vienna and a Masters of Arts in industrial psychology from Western Michigan University.
Binu Parthan
Deputy Director General – Programme Coordination
Binu Parthan is REEEP’s Deputy Director General and responsible for the co-ordination of REEEP’s project portfolio, which involves more than a hundred high quality projects in more than forty countries, primarily in the developing world.
Prior to joining REEEP, Binu was an executive director of IT Power India, a company he co-founded where he led the energy and environment practice. As a consultant and expert Binu has contributed to over 50 assignments for international agencies such as the World Bank, EU, IEA, UNDP, UNIDO, UN-DESA, UN-ESCAP, UNEP, UNFCCC-CDM Executive Board, WHO, DfID, KfW, PCFPlus NRCan, DANIDA, USAID, MITI, ICEF as well as government, institutional, private and civil society clients in sustainable energy, climate change and related financing and institutional mechanisms. His professional experience covers fourteen countries including developing countries in Asia and Africa.
Binu has also authored or co-authored five books and thirty-six publications apart from forty-five professional reports.
Robin Carter
Network Director
Robin Carter is Network Director and responsible for coordinating REEEP's eight Regional Secretariats, who between them span the greater part of the globe. Robin joined the REEEP in January 2009.
Prior to joining the REEEP, Robin spent over 6 years with the UK Government's Department of Environment Food and Rural Affairs (Defra) and the Foreign and Commonwealth Office. In that time he worked on a range of issues including sustainable consumption and production, biofuels and broader renewables. He spent 3 years with Defra's UN Negotations team where he focused on the UNEP.
Robin has a Business Degree from the University of Hertfordshire and a Masters degree from London University's School of Oriental and African Studies.
Florian Bauer
Operations & IT Manager
In September 2007, Mag. Florian Bauer was appointed as IT Manager. His main responsibility until April 2009 was the product management of reegle.info (the search engine for renewable energy and energy efficiency). Since April he is responsible for Internal Operations and the IT Infrastructure of the REEEP.
Prior to joining REEEP, Florian worked as a Project Manager and Consultant for Siemens Austria where he could gain experience in managing intercultural projects. Before working for Siemens Florian founded a webdesign company in Austria.
Florian obtained a Masters Degree in IT-Management and a Bachelors Degree in Software Engineering from the Vienna University of Technology.
Karin Eriksroed
Finance Manager
Karin joined REEEP in July 2006. As REEEP Finance Manager she is responsible for accounting, donor reports, bank matters and all financial aspects of REEEP projects.
Before joining REEEP Karin has worked both in Oslo and in Vienna. She has 16 years experience from the Natural Gas Business and a degree in economics and business administration.
Karin is Austrian, with a Norwegian husband and has a son.
Katrin Harvey
Assistant to the Director General
Katrin joined REEEP in August 2009 as the Assistant to the Director General and is responsible for general administration and International Secretariat functions.
Up until then, Katrin worked for a company where she first managed all the staff relations for travel groups in Europe and later she was on the organizing committee for a big international youth sports festival in Vienna. During her studies Katrin was employed by the University of Vienna as a tutor for the English department.
Katrin holds a Master’s degree in English and American Studies from the University of Vienna and is currently enrolled for her second Masters in International Development Studies, which she is planning to complete by the end of 2010.
Jena Wuu
Programme Officer
As Programme Officer, Jena manages and coordinates services for the Regional Secretariats relating to the selection and monitoring of projects.
Prior to joining REEEP, Jena worked in project management in the German IT and aerospace engineering sectors. During this time, she gained extensive experience in communications and operations management.
Jena holds a Bachelor's degree in German and Political Economy from Carleton College.
Camilla Chalmers
Marketing Manager
Camilla is a Marketing Consultant working on the REEEP Marketing and Sponsorship since February 2006. She also works closely with the reegle team on the promotion and future strategy of the brand.
Camilla spent 11 years working within account management at various international advertising agencies including Saatchi, Ogilvy & Mather and Lowe Worldwide, guiding the marketing strategies and advertising outputs of global companies.
Camilla has a Masters Degree from Oxford University.
James Smith
Community Facilitator
James is REEEP's Community Facilitator, with responsibility for online communications with Partner Organisations and Friends of REEEP. He also facilitates some face-to-face meetings. He has worked as a freelance consultant for REEEP since 2004.
Formerly the Chief Executive of the School for Social Entrepreneurs in the UK, and co-founder of Unltd: the Foundation for Social Entrepreneurs, he also provides strategic consultancy to social sector organisations via Monkey Mosaic Ltd.
He has a Law degree from Cambridge University.

Li Junfeng
Mr. Li Junfeng is currently serving as the Deputy Director of Energy Research Institute, National Development and Reform Commission. He also holds the professional and academic positions as a Professor and the Chair of the Academic Committee of ERI, and the General Secretary of Chinese Renewable Industrial Association, Vice-Chairman of Global Wind Energy Council and Vice-Chairman of REN 21. He graduated from Shandong Mining Institute in 1982. Mr. Li is the focal point of REEEP's program for the Region of East Asia. He has been engaged in project development for GEF and World Bank, UNDP and other program for renewable energy development in China. In recent years, he has also been involved in Climate Change issues, especially technology transfer, CDM and carbon trade issues, and has been heading the development of the first CDM project in China. He chaired the Sustainable Energy Task Force of the Chinese High Technology 863 Programme under the tenth national five-year plan, and was a the member of the Hydrogen Task Force of National High Technology 973 Programme. He facilitated the implementation of the national high technology programme for Wind and Solar PV within the tenth five-year plan. He is also the chief author for the development of Chinese Renewable Energy Law. His published writings include: Issues and Options of Green House Gas Emission and Control in China, Renewable Technology Assessment in China, Renewable Energy Planning and Development Strategy, Potential Analysis of Carbon Trade in China, Wind 12 in China, Explanation of Chinese Renewable Energy Law, and Market Analysis of Solar PV Technology in China, China Wind Power Report 2007, China Solar PV Report 2007, China Renewable Energy Industry Development Report 2007, China Wind Power Report 2008.
Ma Lingjuan
Ma Lingjuan is Deputy Managing Director of REEEP East Asia Regional Secretariat, operated by CREIA , of which she is Director for International Cooperation. Since joining CREIA in 2004 she has been involved in a lot of projects of renewable energy and energy efficiency from the perspective of policy research, market study, industry investigation and financial management. She has worked in cooperation with international organisations, research institutes, government departments, financial institutions, NGOs and private sector organisations, including the World Bank, ADB, UNDP, GTZ, European Chamber in China, VDMA, WWF, Energy Foundation, JP Morgan, Deutsch Bank, GWEC, etc. With more focus on China, she is personally familiar with the policy framework and industry development in the renewable energy sector.
Megan Tang
Wenqian (Megan) Tang works for CREIA as the Project Manager of REEEP East Asia Regional Secretariat, mainly responsible for REEEP projects in the East Asia region including managing project bids, following up ongoing projects and assisting experts for project evaluation etc.
She graduated from South China University of Technology in June, 2008 with a Masters degree in Material Processing Engineering.

Mark Lambrides
Mark has seventeen years of experience as a leader in sustainable energy project promotion and development in Latin America and the Caribbean. As the Division Chief for Energy and Climate Change in the Department of Sustainable Development at the Organization of American States (OAS), he provides support to senior government officials and other key stakeholders in Latin American and Caribbean on energy sector and related climate change matters. Key areas of assistance include: the development of innovative energy programs and projects; support for the formulation of clean energy policies and regulations; the facilitation of project financing; the delivery of capacity building initiatives; and the brokering of relationships between project developers, electric utilities, and other host country stakeholders. The Energy and Climate Change Division coordinates numerous multilateral energy projects throughout the region, including operating as the Regional Secretariat for Latin America and the Caribbean for the Renewable Energy and Energy Efficiency Partnership (REEEP). Mr. Lambrides received his M.A. in International Relations from The Johns Hopkins University - The Paul H. Nitze School of Advanced International Studies (SAIS), and his B.A. in Political Science and Spanish from Kalamazoo College.
Juan-Cruz Monticelli
Manager, Latin America and Caribbean
Juan-Cruz runs the day-to-day operations of the REEEP Regional Secretariat for Latin America and the Caribbean region. He has worked with the Office for Sustainable Development and Environment of the Organization of American States since 1999. His experience includes work with OAS Member States geared to expand the use of renewable energy and energy efficiency technologies, research on legal and institutional aspects of integrated water resources management and regional planning in Latin America and the Caribbean and the formulation of innovative mechanisms for biodiversity conservation in the Americas. He prepared a compendium of participatory environmental legislations and institutions in Latin America, the Caribbean Region, and Africa for the World Bank's Environmentally and Socially Sustainable Development and International Law Group. He has a Law degree from the Universidad Católica Argentina and a Master of Laws degree from George Washington University.

Maria Ellingson
Senior Program Manager
Maria Ellingson serves as the Senior Program Manager for REEEP North America, headquartered at the Alliance to Save Energy. Previous to this, she served as Campaign Director on the communications team at the Alliance to Save Energy, working to educate and raise awareness about the importance of saving energy. Ms. Ellingson has nearly ten years experience in energy efficiency and renewable energy programs, most recently implementing a $3 million national public service advertising campaign in conjunction with the Ad Council. She is a passionate advocate for using energy resources wisely.
Ms. Ellingson previously worked as the Director of Energy Efficiency Programs for Energy Outreach Colorado, distributing grants to improve energy efficiency and incorporate renewable energy into affordable housing in Colorado. She also taught about energy mortgages and worked with builders, energy auditors, and other housing specialists at the Colorado Home Energy Rating System, a program that analyzed existing or new homes to determine the most cost-effective upgrades needed to reduce energy bills. She has served on the board of directors for the Colorado Renewable Energy Society; and on the Built Green committee for the Denver Home Builders Association.

Dr Thembakazi Mali
Thembakazi Mali holds a Ph. D in Chemistry and a Graduate Diploma in Engineering in Environmental Engineering from the University of the Witwatersrand. Her career spans over a decade in the chemical and petrochemical field. She has worked as a research chemist at NCP R&D, the research unit of the now defunct Sentrachem group; as process technologist at the CSIR, South Africa’s Science Council and electrochemist at Eskom’s (South Africa’s electricity utility) then Technology, Research and Innovation unit. She has also worked for Sasol Solvents and Sasol Technology, which are some of the division of Sasol, the CTL petrochemical company, holding different portfolios as a research scientist and manager.
Presently, she is the Senior Manager: Clean Energy Solutions (Renewable Energy and Alternative Energy) at the South African National Energy Institute (SANERI), which is a state-funded energy research organisation that focuses on public interest energy R&D and seeks to assist national government in meeting the national goals of economic development (and by implication national competitiveness) and the improvement of quality of life of all citizens. Her responsibilities within the thematic area are that of strategic planning of thematic area research linked to the introduction of cleaner, safer fuels including but not limited to renewable energy, hydrogen economy and hybrid energy supply and ensures that the strategic objectives of government that relate to energy security of supply are adhered to, in the nature of research work undertaken. She is the Director of REEEP's Southern African Regional Secretariat, which SANERI was appointed to host in 2008.
Amanda Luxande
Amanda is Manager of REEEP's Southern Africa Regional Secretariat, responsible for day-to-day operations.
She holds degrees in Zoology and Ecology (BSc, UCT), Policy and Development Studies (BSocSci, UKZN) and Environment and Development (MSc, University of Manchester). Between theoretical studies she has been engaging with key global environmental issues through her work at the South African National Biodiversity Institute in the field of conservation planning, where she was involved with the formulation of the National Biodiversity Strategy and Action Plan. She has also worked for the South African Department of Water Affairs and Forestry performing reserve determinations and engaging in matters related to aquatic resource protection. Through her work for the Department of Agriculture was involved with the roll-out of capacity building and skills development programmes for small-scale farmers across the Western Cape. As REEEP’s Regional Manager she is currently involved in facilitating the implementation of renewable energy and energy efficiency systems in Southern Africa, as part of mitigating against the impacts of climate change.

REEEP South Asia Secretariat
After completing his Masters (M Tech) in Energy Systems Engineering from IIT Mumbai in 1986, he is working in renewable energy for last 25 years during which he worked on various projects and technologies. He has wide experience in solar system designing, manufacturing and project implementation. His areas of specialization include solar energy utilization; solar thermal systems and project development and management; designing of integrated photovoltaic project; solar system designing using simulation softwares; renewable energy project designing softwares like TRNSYS, RETScreen and HOMER; and hydrogen energy utilization. He has published papers and has contributed in many publications. He has also worked on development of solar steam generation system using parabolic concentrators. He is also known for his acumen/skill in training engineers and professionals in solar technologies.
In addition to his responsibilities of the South Asia Secretariat’s day-to-day operations he also provides inputs on RE policies to government bodies and is involved in the implementation of several solar PV projects in the region.
Sonya Fernandes

Sonya is responsible for the day-to-day operations of REEEP's South Asia Regional Secretariat.
After completing a postgraduate in Environmental Management from the Institute of Science, Bombay, she worked on several environment related projects. She was a part of the Environmental Impact assessment planning team of a World Bank project in Madagascar. She has also undertaken independent research projects on Study of Urban Environmental Indicators, Effect of Electromagnetic Induction on life forms etc.
Prior to joining TERI, she worked with Bombay First, an offshoot of the Bombay Chamber of Commerce and Industry on Urban development and City Planning. Most of her work profile included interacting with state government bodies and municipalities eg MMRDA (Mumbai Metropolitan Region Development Authority) on the planning and implementation of Mumbai Urban Transport Project (MUTP), Mumbai Urban Infrastructure Project (MUIP) SEZ (Social Economic Zones) and the development of Solar zones in the city under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
She is presently involved with the evaluation, monitoring, marketing and communication of the REEEP projects in the South Asia region and work with several of regional partners in developing focused priorities for the region to broaden the activities of REEEP South Asia region.

Amit Kumar

Mr Amit Kumar is a Mechanical Engineer with specialization in thermal engineering from Indian Institute of Technology, Roorkee. He has been working on the development and diffusion of cleaner and renewable energy resources based technological solutions in India for 25 years. His experience ranges from policy and programme formulation, through project implementation, to the design and development of renewable-energy technologies, as well as manufacturing of solar energy devices. In TERI, currently he is responsible for research activities in the fields of renewable energy, energy efficiency, sustainable building design, and resource efficient process technology applications. Besides coordinating part of a multi-country GEF-supported study to assess solar and wind resources in developing countries; he is also actively involved in projects related to development of Sri Lanka’s policy framework for renewable resource based electricity generation and development of integrated energy management master plan for Bhutan. At the field level, he managed the design, construction and commissioning of one of the largest solar ponds at Bhuj in western India from 1987 to 1996, and Asia’s first solar powered cold storage in early eighties. He is also actively involved in activities related to knowledge management and sharing.
Amit provides invaluable advice on research activities in the field of renewable energy and energy efficiency and inputs on government policies that will affect the deployment of RE and EE projects in the region.

Eva Oberender
Director, South East Asia and Pacific
Eva Oberender is the Regional Director of the Southeast Asia and Pacific Secretariat of the Renewable Energy and Energy Efficiency Partnership (REEEP).
Prior to assuming her current role, Eva was the Policy Manager at REEEP focusing on renewable energy and energy efficiency policy within the Pacific region.
Eva has a background in Economics from her undergraduate studies in Prague, Czech Republic, and later gained her Masters degree in Environmental Policy in London, England. In Australia, Eva worked for the former Business Council for Sustainable Energy and for the Federal Department of Environment on energy efficiency regulation before joining REEEP.
REEEP Southeast Asia and Pacific is hosted by the Clean Energy Council in Australia where Eva also holds the position of General Manager for International Affairs, facilitating export opportunities for the Australian clean energy industry and representing the Council at international fora.
Maaike Göbel
Manager, South East Asia and Pacific
Maaike Göbel joined REEEP in May 2008. She is passionate about development aid and climate change, and therefore excited to be able to combine the two. In her role, she will promote renewable energy and energy efficiency in the South East Asia and Pacific region.
Upon arrival to Melbourne, Maaike commenced as a policy officer for International Travel and Hosting at the Victorian Department of Innovation, Industry and Regional Development. Prior to that Maaike worked at the Netherlands Ministry of Foreign Affairs as a policy analyst on the US policy on climate change, development aid and human rights. She also lived in Kinshasa in DR Congo and worked there as a policy advisor at the Netherlands Embassy.
Maaike holds a Masters in Policy Development, Communication & Organisation. She completed a second Masters in Interdisciplinary European Studies at the College of Europe in Poland.
