REEEP calls for bids on Pacific S&L inventory study

REEEP is seeking an expert consultant/consultancy to undertake an evaluation of current status of standards and labelling in Pacific Island Countries (PICs), a cataloging of the work already conducted to date, and the updating of a feasibility study, all of which will feed into the establishment of a regional Pacific Standards and Labelling (S&L) scheme.

The need for a comprehensive platform of standards and labelling for energy efficiency uptake in the Pacific Island region has been clearly identified, and REEEP is spearheading the development of the Pacific Islands Appliance Market Transformation Programme with the support of the governments of Australia, New Zealand, and the collaboration of other PIC governments.

As part of the programme, the Inventory Study will entail the following:

  • Base-lining the regional S&L initiatives that are in place
  • Identifying the parameters for a comprehensive regional standards and labelling platform that can be adapted to country-specific profiles
  • Designing potential per-country implementation strategies and models
  • Updating and extending an existing S&L feasibility study

To undertake this study, REEEP is seeking an experienced consultant or consulting team with both a strong background in the topic and extensive experience in the Pacific region.

Bidders must submit a multi-part proposal that includes a capability statement, methodology, comments on the Terms of Reference, and a financial bid in Euros for all costs for staff, travel, and related expenses.

Interested bidders are requested to carefully review the official Call for Tenders document as well as the detailed Terms of Reference (both attached below), and to submit their bids electronically to piamt@reeep.org by close of business on 14th December 2011.

This assignment is scheduled to begin the first week of January 2012 with final delivery of all outputs by 31 March 2012. REEEP will normally negotiate a contract with the most technically qualified bidder. However, if this bidder exceeds REEEP’s available financing, the next most technically qualified bidder will be considered.
